Timothy Phillips

Timothy Phillips is a founding co-chair of The Project on Justice in Times of Transition, now at Tufts University. He is a co-founder of Energia Global, Ltd., a US company which develops and owns electricity generation and distribution companies in Central and South America. He has served as a consultant to non-governmental and governmental organizations in the United States and abroad, including the US Agency for International Development (USAID) and the Council of Europe, on democratization, conflict resolution and human rights initiatives. Phillips is a member of the Board of Directors of The Foundation for a Civil Society, the Institute for Central American Studies, the EPIIC Program at Tufts University, and the International Rescue Committee. Students worked with him in considering issues of post-conflict reconciliation in divided societies and also considered models for building "bridging capital" among different communities. Among his current research concerns and program opportunities: - Work on the Basque conflict and the unique role of Elkarri in promoting a peace initiative at the community and political levels in the Basque region. - Helping the Sri Lankan Government in preparing for the peace process: 1) a classic needs assessment and conflict analysis for the peace secretariat; 2) training for the peace negotiating team; and 3) a program to build consensus for the peace process among key constituencies.
