The Genie Travels On: The Challenges of Emergent Nuclear States

Introduction

The first fifty years of nuclear technology was dominated by a small club of countries in which the vast majority of the world’s several hundred operating power reactors are located. An even smaller “club” possesses nuclear weapons technology, including fissile material enrichment facilities. The sixty or so reactors currently under construction are also mostly sited in these countries. However, the second half-century of nuclear technology promises a very different scenario.
