Simulex 2010: The Fletcher School's International Security Studies Program (ISSP) Annual Crisis Management Exercise

Each year, ISSP conducts SIMULEX, a major crisis management exercise in which participants assume the roles of national policy makers in an international scenario. Held over a two-day period, the exercise focuses on a highly realistic scenario involving the United States and other world actors. SIMULEX exposes students to the potential constraints and opportunities facing policy makers. As representatives of various national and international teams, participants are asked to make critical decisions in the interest of their respective countries as they attempt to resolve the crisis. In an atmosphere of conflict escalation, the exercise stresses crisis management and negotiation skills.

Graduate students from The Fletcher School work alongside fellows from local universities and high-ranking people from the broader political-military community, including representatives from the National Security Council, Department of Defense, Central Intelligence Agency, and others. Individuals also participate from the Army, Navy, Marine Corps, and Air Force wargaming communities, such as the Center for Strategic Leadership, Army War College; Wargaming Department, Naval War College; Wargaming and Simulation Center, National Defense University; Wargaming and Combat Simulation Center, Marine Corps Combat Development Command; and Air Force Wargaming Center, Maxwell Air Force Base, Alabama.

Recent scenarios included crises in Pakistan, the Gulf, Northwest Africa/Nigeria, Caspian Sea, Strategic Alliance between China and Iran, and Taiwan Strait: Relations between Taiwan and Mainland China.
