A former editor of Inquiry, he has written extensively on drugs and U.S. foreign policy, including the chapter on Drugs and United States Foreign Policy, from Dealing with Drugs.

The Special Counsel for the Senate Armed Services Committee, he is a specialist on the Pentagon's involvement in covert operations. He was the Senate's Assistant Counsel, who directed the investigation of the Department of Defense's role in the Iran-Contra Affair, and was the Counsel for the Senate Subcommittee of the Judiciary Council's Ethics Committee.
